Abstract
This paper discusses the issues of institut'.ional abuse against children and the consequences given a lack of appropriate itreatment to meet their psychosocial needs. An overview of the federal consent decree instituted in this case is presented as well as the results of an audit that was implemented and aimed for the dismissal of the decree after twehty years of litigation. Post-litigation changes are also highlighted.
